Equal Employment Opportunity (EEO) Access Program

In 1972 the Orange County Board of Supervisors established an Equal Employment Opportunity Access program (EEO) to provide equal employment opportunity for all persons regardless of race, religion, national origin, color, age, physical or mental disability, medical condition, marital status, or sex. These categories comprise the protected groups under state and federal law.

The Board also established the position of County Equal Employment Opportunity Access Program Manager, who has the responsibility to plan, organize, direct, coordinate and enforce a countywide Equal Employment Opportunity Access program.

What is EEO?

EEO is the implementation of specific activities to ensure that an organization’s employment practices are non-discriminatory and that artificial or arbitrary barriers to employment are removed.

Why is an EEO Access Program needed?  

Work force profiles in public and private employment show that the mere passive prohibition of discriminatory practices does not produce equal opportunity. Because women and non-white persons have traditionally occupied lower level jobs, a vigorous EEO Access Program at all levels of the work force is necessary to overcome the effects of past discrimination.

Employee Assistance Program

Your Employee Assistance Program (EAP) is our way of saying you’re a valuable employee and your personal and professional happiness is important to us. We know that sometimes problems arise that you may find difficult to solve alone. Our EAP is designed to assist you, and those close to you, resolve problems affecting your physical and emotional well-being and job performance. It is a completely confidential employee benefit. At sometime or another, we all experience a personal or family-related problem. How we deal with these problems is what makes us successful human beings. Taking advantage of our EAP’s assessment and referral services can make a difference. As a new hire, you are encouraged to complete the 30-minute EAP New Hire Orientation within 90 days of your hire date.  The training can be found on the County’s training platform, Eureka, and you will be allowed to complete this training on County time.

Your Employee Assistance Program Benefits Provide:

  • Private, confidential assessment and referral counseling.
  • 24-hour, 7-days-per-week emergency telephone counseling.
  • EAP consultation with licensed or certified counselors.
  • Appointments outside of work hours.
  • Coverage extends to family members and significant others.
  • No charge to the employee or family member for the EAP counseling.
  • Bilingual counseling in Spanish. Arrangements for other languages can be made in advance of the scheduled appointment. Counselors in several other languages are readily available.
  • Referrals to community social services and self-help groups.
  • Referrals to licensed outpatient and inpatient treatment facilities often at contracted, reduced rates.
  • Follow-up and case management to all persons using the EAP.
  • Group debriefing when a traumatic incident occurs.
  • Coordination with other employee benefits

Volunteer Opportunities








Please note that due to COVID-19, many volunteer opportunities at the County of Orange have not resumed at this time. Volunteer contributions enhance the quality of life for all of us who live and work in Orange County. Volunteers help build strong, healthy communities and demonstrate the importance of citizen participation. During FY 2019/20, over 13,000 individuals donated their time, energy and expertise to County of Orange volunteer programs and contributed more than 414,000 hours of service. The value of volunteerism can be seen throughout our communities and is measured monetarily at an estimated $12 million in avoided costs for Orange County government.
